On 07/14/2023, DSS received a report concerning Jane Doe and her daughter. A deputy from the Sheriff's Office was dispatched to the apartment due to tenants in the apartment hearing the mother screaming and yelling at the child and heard her yell "I wish you were never born". 

/The deputy reported Jane Doe would not come to the door. That afternoon, someone from DSS and FSS made an unannounced visit to the Apartment but no one came to the door. DSS and FSS went to the office of the complex manager to get their names but the manager was out of the office until 07/18/2023.

/On 07/18/2023, FSS was able to speak with the complex manager and was informed the tenants are Jane Doe and her daughter.

/On 07/20/2023, FSS and an Investigator from the Sheriff's Office made contact with Jane Doe and her daughter at her apartment. Jane Doe was very short and abrupt. Jane Doe was wearing headphones and said she was hard of hearing from an injury.

/Her daughter was with her at the door and reportedly would not allow FSS or the Investigator to enter the apartment but the living room could be seen from outside the door and there were very little furnishings.

/FSS informed Jane Doe the agency had received a report of screaming and yelling coming from Jane Doe's apartment and people were worried about Jane Doe's daughter.

/Jane Doe stated she was yelling at a medical driver over the phone because they called and canceled at the last minute and she needed to get to an appointment for her daughter. She stated she "just lost it" and was screaming at the company on the phone.

/Jane Doe was speaking extremely fast and was bouncing around on subjects and appeared to have trouble focusing, it was difficult to follow her as she talked.

/Jane Doe asked FSS and the investigator to come back and to call around 1 or 2 PM. Jane Doe reported going to bed early as a regular occurrence and that Jane Doe's daughter has school work to do also. Jane Doe quickly shut the door. FSS observed Jane Doe's daughter was small for her age. Jane Doe's daughter is reported six year old but FSS reported she is tiny, would not speak, and kept looking at the floor.

/On 08/02/2023, The investigator pulled a call where Jane Doe called the sheriff's department very distraught and stated that she didn't have transportation to the grocery store to feed Jane Doe's daughter. The master deputy called the on-call DSS worker from earlier and reported the situation to her who reported a worker would go out to speak with Jane Doe in the morning. In the mean time the master deputy provided transportation to Jane Doe and Jane Doe's daughter to Walmart and helped with groceries.

/On 08/03/2023, FSS and the investigator made an unannounced visit to the apartment. No one came to the door. The investigator contacted Jane Doe by phone, she answered and abruptly stated she was driving in the rain and couldn't talk. Jane Doe told the investigator that she needed to call the sheriff's department and set up a time to speak, said bye and hung up. Jane Doe and Jane Doe's daughter were actually with the domestic violence shelter, going to the bank. FSS and the investigator waited at the apartment until they got back. Jane Doe, her daughter, and DVS arrived and FSS and the investigator were allowed inside the apartment.

/FSS and the investigator observed Jane Doe to present with paranoid behaviors.

Reporting Jane Doe spoke very fast and made comments about her computer recording and her phone listening.

/Jane Doe's daughter reportedly kept nodding off, kept falling asleep sitting at the kitchen counter, and couldn't keep her eyes open. The DVS reportedly expressed she is very concerned for Jane Doe's daughter who she says never speaks, never smiles, and falls asleep a lot. DVS stated Jane Doe's daughter began to have a panic attack and was visibly distressed. Jane Doe refused DVS offer to provide them transportation to the hospital. Jane Doe reported her daughter was upset earlier because she didn't want to go out of the house and that Jane Doe reportedly gave Jane Doe's daughter a Motrin to calm her down.

/On 08/08/2023, FSS and the Investigator made another unannounced visit to the apartment. Jane Doe abruptly opened the door and was hostile, she refused to allow FSS and the Investigator in the apartment. Jane Doe told FSS and the investigator to call before they come to the apartment again. Jane Doe used her cell phone to take a selfie of herself, FSS, and the investigator to have proof of the visit. Jane Doe requested FSS and the Investigator leave because she was going to be late meeting DVS to get groceries.

On 08/09/2023, FSS and his supervisor staffed the case and the decision was made for CPS to assume emergency custody of the child.

No reasonable efforts to prevent removal of the child/children are deemed to have been made.
